May 17, 2012 BLGF MEMORANDUM CIRCULAR NO. 035-12 TO : All BLGF Officials and Regional Directors of this Bureau SUBJECT : Request for Authority to Hire New Job Order Personnel Both for Technical and Administrative Support Pending Approval of the Rationalization Plan of this Bureau In connection with our letter dated March 28, 2012, addressed to the Honorable Secretary Florencio R. Abad of the Department of Budget and Management (DBM), requesting authority to hire job order personnel pending approval of the Rationalization Plan of this Bureau, and to provide details to support said request, please submit your request to hire technical and administrative job personnel indicating the position title and number of staff to be hired. Be informed further that the salaries therefor shall be charged against the Maintenance and Other Operating Expenses (MOOE) fund of your respective offices and that no additional fund is expected to be released by the DBM for the purpose. ABAD Secretary Department of Budget and Management Manila Dear Sir, This refers to DBM Circular Letter No. 2011-14 dated December 22, 2011 directing all agencies of the government to observe a moratorium on the hiring of new casuals/contractual, including personnel on consultancy/emergency/contract of service/job order basis, while their respective Rationalization Plan has not yet been approved. In this regard, and pending approval of the Rationalization Plan of this Bureau, may we request an exemption from said prohibition in consideration of the depleting personnel complement of BLGF. The Bureau of Local Government Finance is a focal agency under the Department of Finance in developing local finance policies that guide local government units in undertaking their treasury and assessment services. It supervises the financial operations of 1,718 provinces, cities and municipalities, and potentially, the barangays. Out of 460 plantilla positions, the BLGF currently has a manpower complement of 303, or 65% warm bodies, 158 of which hold technical positions. Key positions of this Bureau which include Office/Service/Regional Directors and Assistant Regional Directors are mostly vacant in view of funding limitations. Technical staff are then tapped to take over these vacancies and in such circumstances, the delivery of our core services is affected. Studies of the recently concluded International Monetary Fund Mission on Fiscal Decentralization, World Bank and other funding institutions, suggest the need for BLGF to establish a more efficient monitoring, evaluation and analysis of the LGUs' financial environment more specifically on their revenue generation and spending behaviors as well as in their credit and borrowing engagements. The LGU financial databases also need to be maintained and sustained to address the needs of policy making bodies, financial institutions and the public in general. Developing the competencies of the local treasurers and assessors who are at the forefront of implementing the local finance policies set by the Department of Finance is likewise a service gap that need to be addressed by the BLGF. CSHcDT Taking into consideration the wide array of services that need to be addressed by the Bureau for its clients, authority to hire contractual or job order personnel is hereby respectfully requested. This Bureau intends to hire the services of qualified personnel to deliver the following tasks: 1. Financial Analysts Analysis of LGU financial data, among others, income and expenditures, real property valuation and assessments, and loans and borrowings, as inputs to policy development functions. 2. Project Development Officers Development of project proposals to support resource mobilization and revenue generation programs for LGUs, as well as interventions that address the institutional development gaps of the Bureau. 3. Information Technology Personnel Development of distinct operational systems identified in the BLGF Information Systems Strategic Plan, as approved by the National Computer Center. 4. Training Management Personnel Development/design and implementation of training modules for local treasurers and assessors as a groundwork for the development of a competency standard/competency certification system for local treasurers, and to address the continuing professional education of both treasurers and assessors. 5. Local Treasury and Assessment Operations Officers Provide technical assistance to the treasury and assessment operations of LGUs. This also includes undertaking performance evaluation in the field and maintenance of LGU financial databases. 6. Legal Officers/Special Investigators Provide legal assistance and services specifically in the resolution of complaints and administrative cases filed against erring local treasurers. It is understood that expenses to be incurred for the above purposes shall be sourced from available MOOE funds of the BLGF Central or Regional Office concerned, hence, no additional fund shall be requested from the DBM.
