The Central and Regional Directors of this Bureau are hereby instructed to take note of the above and disseminate the contents to all Bureau Staff and encourage the participation thereof. Santiago SUBJECT : National Year of Rice (NYR) 2013 National Campaign Pursuant to Presidential Proclamation No. 494 dated 18 October 2012 declaring 2013 as the National Year of Rice (NYR) to help achieve rice self-sufficiency in the country, you are enjoined to support the national campaign through the following activities: 1. display an NYR tarpaulin outside all offices; 2. recite the Panatang Makapalay to be led by the head of office, as the concluding part of the Flag-Raising Ceremony on 11 February 2013; 3. wear uniform bearing the NYR logo and message to be worn every Wednesday for the whole year. The design of the tarpaulin and the suggested uniform along with other information regarding the NYR 2013 campaign can be found at http://www.nyr2013.com/. Pablo Ocampo St., Manila Dear Secretary Purisima, Pursuant to Presidential Proclamation No. 494 dated October 18, 2012 declaring 2013 as the National Year of Rice (NYR) to help achieve rice self-sufficiency; and authorizing the Department of Agriculture to lead the said advocacy and thereby call on other government agencies for support, may I respectfully request your good office to issue a memorandum to all units, bureaus and attached agencies of your department to support the NYR 2013 campaign. Specifically, may we request that you issue a memorandum to display an NYR tarpaulin outside all offices and recite the Panatang Makapalay , to be led by the head of office, as the concluding part of the flag-raising ceremony on the 11th of February. We would also like to seek your support to the NYR advocacies by requesting your whole department to bear the NYR message in your Wednesday uniform. The designs of both the tarpaulin and the uniform can be downloaded from http://www.nyr2013.com. ESTAIH Supporting the NYR advocacy is supporting the President's administration in his goal of achieving rice self-sufficiency. It will also exhibit unity amongst and commitment of all government instrumentalities in the achievement of the same goal and thus, make the call for the participation of every Filipino in achieving rice self-sufficiency more pronounced. For your reference, we have attached the Panatang Makapalay , an NYR briefer, the Presidential Proclamation, and a draft memorandum to be issued to all agencies under your umbrella. October 18, 2012 PROCLAMATION NO. 494 DECLARING THE YEAR 2013 AS THE NATIONAL YEAR OF RICE AND DIRECTING THE DEPARTMENT OF AGRICULTURE TO LEAD ITS CELEBRATION WHEREAS, the government aims to attain rice self-sufficiency by 2013; aEIcHA WHEREAS, part of the strategy to attain rice self-sufficiency is intensified information campaign and social marketing to enjoin producers, consumers, and policy-makers to help achieve the said goal; and WHEREAS, a sustained and nationwide campaign to boost farmers' morale and motivate them to adopt technologies to further improve farm productivity and encourage the general public to be responsible rice consumers are necessary to complement the government's efforts to achieve rice self-sufficiency. NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the following: SECTION 1. National Year of Rice. The year 2013 is hereby declared as the National Year of Rice. The month of November of every year is also affirmed as the National Rice Awareness Month pursuant to Proclamation No. 524 (s. 2004). SECTION 2. Implementation. The Secretary of Agriculture is hereby authorized to lead the celebration of the National Year of Rice towards achieving rice self-sufficiency and promoting public awareness on responsible rice consumption. The Department of Agriculture (DA) may call upon other government agencies, non-governmental organizations, and the private sector for assistance in the celebration of the National Year of Rice. DA shall provide funds for the celebration of the National Year of Rice from its regular budget. You are also requested to have a uniform bearing the NYR logo and message, to be worn every Wednesday for the whole year. Please be advised that you are to facilitate the printing of your own tarpaulin and the fabrication of your own uniform.
