July 25, 2014 BLGF MEMORANDUM CIRCULAR NO. 030-14 TO : All Regional Directors/Local Treasury Operations Officer IV/Supervising Local Treasury Examiner SUBJECT : Comments on the Enhanced Local Treasury Oper ations Evaluation Procedures This refers to the enhanced Local Treasury Operations evaluation procedures that form part of the Manual for the Evaluation of Local Treasury Operations (MELTO). The enhanced procedures are primarily aimed to improve and standardize the existing Local Treasury Operations evaluation procedures and to effectively assess and measure the impact of the actual practice on Local Treasury Operations. In view of the foregoing, may we request for your comments regarding the MELTO's structure. We would like to know if the enhanced procedures would adversely affect our evaluation timetable or our ability to summarize and report the findings and recommendations consistent with our mandate. Your inputs will be reviewed in order to craft operational policies that will guide the conduct of implementation of activities and protocols related to the disposition of the evaluation findings.
