May 17, 2012 BLGF MEMORANDUM CIRCULAR NO. 029-12 TO : All BLGF Regional Directors SUBJECT : Conduct of Capacity Building Programs on Real Property Appraisal and Assessment Further to the Memorandum dated 7 September 2010 issued by this Bureau, notice is hereby given that all capacity building programs, such as trainings, workshops, seminars, and similar activities that will form part of the continuing professional development of assessors, assistant assessors and local government appraisers, as mandated by Republic Act No. 9646, otherwise known as the Real Estate Service Act (RESA), shall require prior review and approval by the undersigned. As part of the thrust to establish and maintain a database of all trainings/capacity building activities conducted by BLGF and its attached projects, and to institutionalize proper monitoring thereof, pre-training and post-training requirements shall be submitted to the HRM&D unit of the Property Valuation Staff of the LAMP2 project, copy furnished the Administration Division of this Bureau. In any circumstance, it shall be required that all requests and pre-training requirements for conduct of capacity building program/s, including: (a) Final training design/program; (b) Presentation materials; and (c) List of speakers/facilitators/coordinators shall be endorsed by the concerned Regional Director to the Central Office for evaluation and approval, and that within 30 days upon closing of each approved training, the requesting official shall submit a post-activity report to this Bureau. The post-activity report shall include the following: (a) Final training design/program; (b) Presentation materials of the speakers; (c) List of speakers, training facilitators and coordinators; (d) Summary of post-training evaluation report; (e) terminal report; and (f) Summary of outputs of all workshops. It is likewise hereby informed that the full set of training designs, guidelines, and materials for the various modules covered by the enhanced Basic Course on Mass Appraisal (BCMA) is currently being finalized and will be issued accordingly by June 2012. In this regard, no training on BCMA, in part or in full, is therefore authorized until the official issuance of such notice and approval of request from this Office. STDEcA Further, all outstanding post-activity reports for approved trainings per BLGF Memoranda dated 7 September 2010 and 11 June 2011 are directed to be submitted to this Office on or before 15 June 2012. In view of the foregoing, all Regional Directors are instructed to monitor and cause the compliance of all concerned to this Memorandum.
