This refers to the proposed provision of financial assistance from the President's Social Fund to government employees, who were affected by Typhoon "Pablo". cHaDIA 2. The proposed beneficiaries of the financial assistance shall be categorized according to the extent of damages to their houses, as follows: 2.1 Those whose houses were washed out/totally or heavily damaged, and needing major repairs to be habitable again, the estimated cost of which must approximate P100,000.00; and 2.2 Those whose houses were partially damaged, and needing repairs, the estimated cost of which must approximate P30,000.00. 3. In view thereof, may we request the submission to PMS not later than 11 February 2013 , of the list of employees of your agency/department and attached bureaus from the areas affected by Typhoon "Pablo" in Regions IV-B, VI, VII, VIII, IX, X, XI, XII, CARAGA and ARMM, with information on the extent of damages to their houses. Said list must be validated and certified accurate by the Office of Civil Defense, prior to the endorsement of the agency head to the PMS. 4. For your ready reference and guidance, attached are the following: 4.1 Guidelines on the provision of financial assistance from the PSF to government employees affected by Typhoon "Pablo," and 4.2. JULIA ANDREA ABAD Guidelines on the Possible Release of Financial Assistance from the President's Social Fund to Government Employees Affected by Typhoon "Pablo" I. Background This refers to the possible provision of financial assistance from the President's Social Fund (PSF) to government employees (GEs) in Regions IV-B, VI, VII, VIII, IX, X, XI, XII, CARAGA and ARMM, who were affected by Typhoon "Pablo" which hit the country on 03-09 December 2012. The said assistance shall be used for housing-related purposes. HEcTAI The provision of the financial assistance is similar to the assistance provided from the PSF to GEs in Region X, who were affected by Typhoon "Sendong". II. Purpose The guidelines stated herein prescribe the coverage of and procedures in the possible release of financial assistance from the PSF for the GEs affected by Typhoon "Pablo," to be used for housing-related purposes. III. Coverage 1. Qualified Beneficiaries The beneficiaries of the financial assistance will be selected based on the following parameters: 1.1 The GEs affected by Typhoon "Pablo," which the GEs affected by Typhoon "Pablo," including casual or contractual employees, and outsourced personnel (utility services and security guards), which were endorsed to the Presidential Management Staff (PMS) by their respective Department or Agency Heads; 1.2 In case there are two or more members of the family living in one household who are GEs, only one of them shall be entitled to the assistance; 1.3 Separated, retired or resigned GEs, affected by Typhoon "Pablo," provided that they are still connected with their respective agencies during the onslaught of Typhoon "Pablo" and that they will be endorse to PMS by their respective Department or Agency Heads; and 1.4 In case the GE is already deceased, his or her legal beneficiary may avail of the assistance, provided that the Department or Agency Head requests in writing and attests to the fact that the recipient of the assistance is the legal beneficiary. If married, beneficiary refers to the spouse. If the spouse is deceased, the term refers to the legal children. If single, beneficiary refers to the parents. If both are deceased, the term refers to brother, sister, or next of kin, if no siblings. 2. Amounts of Financial Assistance There are two categories of financial assistance, namely: cHITCS 2.1 For GEs who suffered Total or Heavy damages to their houses in the amount of P100,000.00. Eligible under this assistance are those GEs whose houses were washed out, became inhabitable, or needed major repairs to be habitable again. The P100,000.00 assistance may only be used for housing-related purposes, such as to partly defray equity for housing loan for acquisition of a new housing unit, in case the GEs needed to relocate, or to cover the cost of reconstruction/repair of the existing housing unit, provided that the housing unit is owned by the GE. 2.2 For GEs who suffered Partial damages to their houses in the amount of P30,000.00. Eligible under this assistance are those GEs whose houses were moderately or partially damaged, the estimated cost of which must approximate P30,000.00. The P30,000.00 assistance may be used for the repair of the damaged housing unit, provided that the unit is owned, by the GE. IV. Procedures 1. Submission of qualified beneficiaries . The list of qualified GE-beneficiaries shall be endorsed to the PMS by their agency heads, for evaluation. Said list must be validated/verified by the Office of Civil Defense, prior to the endorsement of the Agency Head to the PMS. Based on the above list, the PMS shall prepare the final list of GE-beneficiaries, for approval of the President. 2. Release from the PSF. Upon the President's approval, the total amount of assistance due to the Department or Agency, under which the GE-beneficiaries belong, shall be released to the Department or Agency upon signing and notarization of the Deed of Donation (DOD), with the PMS Secretary, as the manager and administrator of the PSF. The following are the salient features of the DOD: 2.1. The Department or the Agency shall receive the funds, which they will subsequently later release to their GE-beneficiaries. If the Department or Agency prefers to release the assistance directly to the bureau or concerned regional office, the Department of Agency Head must request the same in writing. 2.2. Upon receipt, the Department or Agency shall place the funds in a separate bank account, as needed. TDAHCS 2.3. If the number of GE-beneficiaries is 50 or less, the names of the beneficiaries are incorporated in the DOD. 2.4. If the GE-beneficiaries number more than 50, the list shall be attached to the DOD with the corresponding amount of assistance. 2.5. Departments or Agencies, whose total amount of assistance due to their GE-beneficiaries is P300,000.00 and below shall receive the funds in full. 2.6. Departments or Agencies, whose total amount of assistance due to their GE-beneficiaries exceeds P300,000.00, shall receive the funds in two tranches, on a 70%-30% basis, wherein the remaining thirty percent will only be released upon the liquidation of the 70 percent previously released. 3. Release to the Beneficiaries . The Department or Agency Head or their duly designated representative must execute a Memorandum of Understanding (MOU), the template of which shall be attached to the DOD, with the GE-beneficiaries before they release the corresponding assistance. The MOU for the beneficiary of P100,000.00 shall contain a clause which shall prohibit the selling of housing units acquired or repaired using the assistance. 3.1. The Departments or Agencies must release the assistance to the GE-beneficiaries immediately or within 30 days from the receipt of the funds from the PSF. 3.2. The Departments or Agencies, upon determination that their GE-beneficiaries will use the assistance as reimbursement of their expenses, may require the GE-beneficiaries to submit their liquidation documents first before they release the assistance. 3.3. For Departments or Agencies that will release the assistance in two (2) tranches, it is important that all beneficiaries receive the first tranche of the assistance. 3.4. The GE-beneficiaries must submit to their respective Departments or Agencies the liquidation documents for the 1st tranche within three (3) months from the date of its release. The same procedures hold for the 2nd tranche. ADSIaT 3.5. Departments or Agencies may already request the release of the succeeding tranche, upon 70 percent utilization of the previously released funds. Upon receipt of the request for the release of the succeeding tranche, the PMS shall conduct financial and physical performance evaluation (FPPE) to determine if the first tranche funds were judiciously disbursed. The PMS reserves the right to examine the financial records of the PSF funds transferred to the Department or Agency and conduct field validation in the course of FPPE. Upon favorable results of FPPE, the PMS Secretary, as the manager and administrator of the PSF, shall approve the release of the succeeding tranche to the requesting Department or Agency. 4. Documentary Requirements . The following are the liquidation documents, which the Departments or Agencies must submit to the PMS within a period of one (1) year from the release of the funds from PSF. 4.1 For the beneficiaries of P100,000.00: For Acquisition of For Reconstruction/Repair of House and Lot Housing Unit Deed of Absolute Official receipts of items Sale; purchased for the Transfer Certificate reconstruction/repair, or of Title; summary of expenses Acknowledgment certified by the beneficiary receipt of payment; and the Barangay and Chairperson, if the Photograph of assistance will be used for acquired property. reimbursement; and Photographs of housing unit (before, during and after the reconstruction/repair), or certification from the Barangay Chairperson attesting to the fact that the beneficiary was affected by typhoon "Pablo," and his or her housing unit was reconstructed/repaired, if the assistance will be used for reimbursement. 4.2 For the beneficiaries of P30,000.00 for reconstruction/repair of housing unit: cSEaTH Official receipts of items purchased for the reconstruction/repair, or summary of expenses certified by the beneficiary and the Barangay Chairperson, if the assistance will be used for reimbursement; and Photographs of housing unit (before, during and after the reconstruction/repair), or certification from the Barangay Chairperson attesting to the fact that the beneficiary was affected by typhoon "Pablo," and his or her housing unit was reconstructed/repaired, if the assistance will be used for reimbursement.
