September 15, 2016 BLGF MEMORANDUM CIRCULAR NO. 023-16 TO : All BLGF Officials and Employees; Provincial, City, and Municipal Treasurers and Assistant Treasurers; and Others Concerned SUBJECT : Directive on the Prohibition of All Government Personnel Inside Gambling Premises In connection with the Memorandum dated 10 August 2016 of the Department of Finance and in view of the Cabinet Action/Decision File No. 12-63016-34 dated 19 July 2016 entitled "Directive on the Prohibition of All Government Personnel inside Gambling Premises," and Memorandum Circular No. 8 entitled "Enjoining Government Personnel and All Concerned from Entering or Playing in Casinos," both of the Office of the President, please be reminded that gambling prohibited by law, as provided for in Rule 10, Section 46 of the Revised Rules on Administrative Cases in the Civil Service, is punishable by reprimand for the first offense; suspension of one (1) to thirty (30) days for the second offense; and dismissal from the service for the third offense. Relative thereto, all BLGF Regional Directors, Provincial, City, and Municipal Treasurers are enjoined to disseminate the abovementioned circular and properly advise their respective staff of the above prohibition. Any violation thereof should be reported to this Bureau and shall be dealt with accordingly pursuant to existing civil service rules and regulations. For strict compliance. (SGD.) NIO RAYMOND B.
