September 22, 2016 BLGF MEMORANDUM CIRCULAR NO. 022-16 TO : All Provincial, City and Municipal Treasurers and Assistant Treasurers; All BLGF Officials and Employees; and All Others Concerned SUBJECT : Joint Memorandum Circular No. 01, s. 2016, dated August 30, 2016 on the Revised Standards in Processing Business Permits and Licenses in All Cities and Municipalities For the information and guidance of all concerned, attached is a copy of Joint Memorandum Circular No. 01, s. 2016, dated August 30, 2016, of the Department of the Interior and Local Government (DILG), the Department of Trade and Industry (DTI) and the Department of Information and Communications Technology (DICT), relative to the above subject matter, in response to the directive of the President in his 2016 State of the Nation Address (SONA) on the enhancement of the local business environment, and as reiterated in a Memorandum dated August 25, 2016 from the Executive Secretary, copy attached, directing all concerned agencies to accordingly submit a work plan. Attached likewise, is a copy of this Bureau's Work Plan to Enhance the Local Business Environment in compliance with the abovementioned Memorandum, for your reference. The BLGF Regional Directors are hereby instructed to take note of the above and to immediately and widely disseminate the contents hereof to all provincial, city and municipal treasurers and to all others concerned. Department of Finance Bureau of Local Government Finance WORK PLAN TO ENHANCE LOCAL BUSINESS ENVIRONMENT Out of 1,634 cities and municipalities, 1,417 LGUs or 87% are compliant with the service standards on business processes set in 2010 based on the 2016 monitoring report of the DILG-LGA. The issuance of business permits is lodged under the Office of the Local Chief Executive and the assessment and collection of applicable taxes, fees and charges thereon are under the City/Municipal Treasurer's Office. cSEDTC With the pronouncement of the President Rodrigo Roa Duterte, it is deemed necessary to inform all BLGF Regional Offices to ensure that all treasurers in the LGUs are aware of the President's directive and monitor the treasurers' compliance in easing the way of doing business in their respective localities. Activities to be undertaken Timeline 1. Upload/post in the BLGF Website the JMC No. 01, s. 2016, 3rd week of September 2016 for information and issue Memorandum Circular to all BLGF Regional Offices to circularize to all local treasurers the JMC No. 01, s. 2016 re: Revised Standards in Processing Business Permits and Licenses enjoining all Provincial, City and Municipal Treasurers for their compliance 2. Issue complementary circular on JMC 01, s. 2016 relative to 1st week of October 2016 the assessment and collection of applicable taxes, fees and charges 3. Monitor compliance of all city and municipal treasurers Quarterly, all regions through the BLGF regional offices on JMC 01, s. 2016, in line with the regular and targeted evaluation of local treasury and assessment operations with additional focus on ease of doing business and compliance with existing rules and regulations. 4. Issue directive reiterating the information sharing of business 2nd week of October 2016 data of local treasurers with the BIR, and require monitoring by BLGF Regional Offices 5. Pursue the on-going project with Municipal Development 4th Quarter 2016 until 2018 Fund Office (MDFO) on the funding facility for computerization of Business and Property Tax Mapping Operations of LGUs 6. Coordinate with the Department of Information and November 2016 Communications Technology (DICT), as well as with the (in line with the regular DILG, on policies and programs on the computerization of CCD meetings) Business and Property Tax Mapping Operations of LGUs 7. Institute national award/recognition mechanism for local Beginning Q1 2017 treasurers that comply with the ease of doing business agenda, and other innovative approaches that further hasten investment application process (increased business registration, feedback mechanism, etc.).
