September 19, 2016 BLGF MEMORANDUM CIRCULAR NO. 021-16 BLGF 29TH ANNIVERSARY AND OBSERVANCE OF THE LOCAL GOVERNMENT MONTH In the exigency of service, in line with the commemoration of the Bureau's 29th Anniversary on 01 October 2016, with the theme "BLGF@29: Next Level Up, Helping the LGUs Move Up," and in observance of the Local Government Month every October, the following activities are hereby authorized in the BLGF Central Office: DATE ACTIVITY/PROGRAM 03 October 2016 Flag Ceremony Anniversary Mass Celebration Launching of the BLGF Official Facebook BLGF Cultural and Athletic Event: Cheer Dance Competition 07 October 2016 BLGF Cultural and Athletic Event: Zumba Session & Sports Fest 10 October 2016 Flag Ceremony Awarding Ceremonies: Cultural and Sports Fest Awards, Employees Recognition, etc. Official BLGF Picture Taking 14 October 2016 Mini-Symposium on Security Program for Government Offices Records Management Orientation 20 October 2016 Brown Bag Session on Statistical Analysis and Local Finance 21 October 2016 GSIS, Pag-IBIG and PhilHealth Mini-Symposium 5S Reorientation 24 October 2016 Flag Ceremony (tentative) BLGF 29th Anniversary Culminating Program o Launching of Local Finance Programs and Policies o Local Treasury and Assessment Performance Recognition o Recognition of Retirees All BLGF officials and employees are enjoined to participate in the abovementioned activities. All Regional Offices are encouraged to undertake a simultaneous anniversary celebration on 03 October 2016 in their respective offices, and similar activities, including relevant training programs for local treasurers and assessors as may be authorized, during the month of October this year, chargeable against the respective funds, subject to usual accounting and auditing rules and regulations. AaCTcI In accordance with the Secretary's directive to exercise modesty and simplicity during important occasions and events, extravagant celebrations are thus prohibited. Further, pursuant to Sec. 7 (d) of Republic Act No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees, all concerned are likewise advised of the prohibition on solicitation or acceptance of gifts.
