November 27, 2008 BLGF MEMORANDUM CIRCULAR NO. 019-08 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : RepublicAct No.9509 Entitled "An Act EstablishingLivelihoodand Skills TrainingCenters in Fourth, Fifth and Sixth Class Municipalities, and for Other Purposes" For the information and guidance of all concerned, attached is a copy of Republic Act No. 9509 dated October 21, 2008, also known as the "Barangay Livelihood and Skills Training Act of 2008". As contained in R.A. No. 9509, every fourth, fifth and sixth class municipality shall establish their respective livelihood and skills training centers as a social reform intervention to alleviate poverty through rural empowerment, create more opportunities for livelihood, enhance the quality of life for all its citizens, especially the underprivileged by expanding their capacities for economic productivity and increase their income to enable them to avail of essential goods and services for their own direct benefit and pursue rural development with social inclusion. R.A. 9509 further requires the municipal governments to set aside funds from any available local revenues in an amount deemed appropriate by the municipal officials concerned for the operation and maintenance of the Center and their satellite centers, if any. The national government, on the other hand, shall promote and guarantee the establishment of the Centers and assist local governments in instituting and maintaining such Centers and in ensuring the effectiveness of the service being provided. The Regional Directors of this Bureau are hereby instructed to disseminate the contents of this Circular to all Provincial, City and Municipal Treasurers within their respective jurisdiction, likewise enjoining them to observe and comply with the provisions thereon.
