Action on Expired Certificate of Net Debt Service Ceiling and Borrowing Capacity (CNDSC/BC) of Local Government Unit (LGU)

September 3, 2018 BLGF MEMORANDUM CIRCULAR NO. 018-18 TO : All BLGF Central and Regional Directors; All Local Treasurers and Assistant Local Treasurers; and Others Concerned SUBJECT : Action on Expired Certificate of Net Debt Service Ceiling and Borrowing Capacity (CNDSC/BC) of Local Government Unit (LGU) This Memorandum is issued to facilitate the processing of requests of LGUs with expired Certificate of Net Debt Service Ceiling (NDSC) and Borrowing Capacity (BC). ATICcS In view hereof, all requests for issuance of updated CNDSC/BC shall be filed by the concerned LGU directly to the BLGF Central Office if such request does not constitute change/s in the: (i) Lending Institution; (ii) Loan Purpose; (iii) Terms and Conditions; or (iv) Project Cost. Otherwise, the regular process and requirements in accordance with BLGF Memorandum Circular No. 005.2018, dated 22 January 2018, shall apply . In this regard and in line with the BLGF Quality Policy to continuously improve the effectiveness and quality of the Bureau's internal system and processes, the Regional Directors of this Bureau are hereby instructed to widely and immediately disseminate the information contained in this Circular to all concerned.
