June 13, 2018 BLGF MEMORANDUM CIRCULAR NO. 017-18 TO : All BLGF Central and Regional Directors; All Local Treasurers and Assistant Local Treasurers; and Others Concerned SUBJECT : Amended Guidelines in the Designation of Provincial, City and Municipal Treasurers and Assistant Treasurers In the interest of service and for the information and guidance of all concerned, attached is a copy of Department Personnel Order (DPO) No. 469.2018, dated 24 May 2018, issued by the Secretary of Finance, amending for the purpose the guidelines on the designation of provincial, city and municipal treasurers and assistant treasurers provided under DPO No. 562.2016, dated 10 November 2016. The specific amendments/updates in the said DPO are hereto copied as follows: DETACa "xxx xxx xxx 2. Effective January 1, 2017, all original designations of Acting/OIC Treasurers and Assistant Treasurers shall be for a period of one (1) year, unless sooner revoked. As may be applicable, the period of designation shall be synchronized with the period of the absence of the regular incumbent. As a matter of sound policy and when the exigency of service so requires, said designation may be extended but not to exceed one (1) year, in accordance with Items 3 and 4 of Section 13 of CSC MC No. 24, s. 2017, except when : xxx xxx xxx e. There is established dearth of qualified employees within the local government concerned. In the case of municipalities, the concerned Provincial Treasurer shall certify such dearth in the local treasury offices under his/her jurisdiction before designees from non-treasury and other LGU treasury offices are considered . 3. All designations and extensions thereof shall be upon the written request of the local chief executive. In case of designations of Treasurers and Assistant Treasurers of component cities and municipalities, the indorsement of the concerned Provincial Treasurer is required . Extension of designations shall only be conditioned on the satisfactory performance by the designee during the period of designation pursuant to the approved Strategic Performance Management System. xxx xxx xxx 5. Designations shall comply with the requirements of Department Personnel Order No. 335-03, as amended by this Order, and DO No. 053.2016 establishing the SEAL Program. The requirement of SEAL Level 1 in the designation of local treasurers and assistant local treasurers shall take effect in June 2019 to provide for sufficient transition period, address the dearth of qualified personnel in the local treasury offices who may be designated for the purpose, and allow local treasury personnel to acquire the certification through the Basic Competency on Local Treasury Examination of the Civil Service Commission . HEITAD 6. Designations of employees holding first level positions to local treasurer or assistant local treasurer positions shall require prior approval from the concerned CSC Regional Office, upon the request of the BLGF Regional Director having jurisdiction thereof, in accordance with Section 13.c.2 of CSC MC No. 24, s. 2017 . x x x." All Department issuances inconsistent with the foregoing are repealed or modified by DPO No. 469.2018. With respect to the requirement of BCLTE in the designation of local treasurers and assistant local treasurers to be enforced by June 2019, this Bureau reminds and enjoins all concerned local treasury personnel being considered for designation purposes to take and pass the BCLTE scheduled in October 2018, or as may be announced by the Civil Service Commission. All Regional Directors of this Bureau are hereby instructed to widely and immediately disseminate this Circular to all concerned and to all provincial, city and municipal treasurers and assistant treasurers within their respective jurisdiction.
