August 2, 2016 BLGF MEMORANDUM CIRCULAR NO. 017-16 TO : All Central and Regional Directors, CESE/Division Chiefs (Regular, ICO or OIC) SUBJECT : Advisory on 3rd Level Appointments For the information and guidance of all concerned, attached is a copy of Advisory from the Career Executive Service Board (CESB) Website, in view of the Memorandum Circular No. 1 from the Office of the President of the Philippines, dated June 30, 2016. FANLO-TAYAG, CESO IV Deputy Executive Director Advisory on 3rd Level Appointments Executive Secretary Medialdea has issued a Memorandum to all agency heads enjoining the submission of recommendations for appointments to executive positions in all national government agencies and concerned GOCCs/GFIs. Specifically, the Memorandum directs that all officials and employees holding co-terminus appointments will cease to hold office by end of July. It further directs the designation of officers-in-charge of positions that will be vacated to prevent disruption in the delivery of services to the public. CAIHTE The CESB advises all officials whose appointments are "acting" to remain in office on a hold-over capacity until they are re-appointed or a replacement is appointed. It is understood that CESOs appointed to CES positions shall remain in the service, subject to possible reassignment as the exigency of the service may require and in accordance with the Rules provided by CESB Resolution No. 640, Series of 2006.
