March 23, 2012 BLGF MEMORANDUM CIRCULAR NO. 016-12 TO : All Central and Regional Directors of this Bureau, and All Others Concerned SUBJECT : International Conference with the theme "Public Administration and Governance: Tradition and Transformation" Attached is a copy of the letter dated February 15, 2012 of Ms. Edna Estifania A. Co, Professor and Dean, Over-all Chair and Mr. Mark Anthony M. Gamboa, Assistant Professor and Secretary General, both of NCPAG-UP International Conference, together with attachments, inviting to participate in an International Conference with the theme "Public Administration and Governance: Tradition and Transformation", to be held on June 27 to 29, 2012 at EDSA Shangri-La Hotel, Mandaluyong City. The Central and Regional Directors of this Bureau are hereby instructed to take note of the above and disseminate the contents of this Circular to Bureau Staff and others concerned. With the theme ''Public Administration and Governance: Tradition and Transformation," the Conference will be held on 27-29 June 2012 in EDSA Shangri-la Hotel, Mandaluyong City, Metro Manila Philippines. The sub-themes and corresponding panels of the Conference are: 1) Public Administration and Governance Education Panel 1-a: Pedagogy, Tradition, and Emerging Challenges in PA Education Parcel 1-b: Distance Education, E-Learning, and Other Innovations Panel 1-c: Challenges to Administrative Thought 2) Excellence, Professionalization, Innovation, and Transformation Panel 2-a: Ecology, Environment, Climate Change, and Public Policy Panel 2-b: Public Sector Reforms and Best Practices Panel 2-c: Citizenship and Civil Society in Governance 3) Public Administration Today and in the Future Panel 3-a: Human Rights, Human Development, Democratization and the MDGs Panel 3-b: PA and International Covenants and Convention and the Right to Development Panel 3-c: Local Governance There shall be plenary sessions during the morning and simultaneous panels in the afternoon. Poster presentations shall also be running parallel to the morning and afternoon sessions. TECcHA A maximum of three hundred (300) participants coming from both international and local institutions and organizations are expected to attend the conference. In view of the limited slots available, we would like to encourage your early registration. The conference fee for local participants is PhP6,000.00 and for foreign participants is US$250.00. We are giving discounted rates of PhP5,000.00 (local participants) and US$200.00 (foreign participants) for those who will register before 30 March 2012 . Participants may pay in cash or in check, the latter payable to U.P. Public Administration Research and Extension Services Foundation, Inc. (UPPAF). We have enclosed the Registration Form/Nomination Form to be filled up by each participant. If you wish to avail of accommodation at EDSA Shangri-La Hotel, the Organizing Committee has negotiated with hotel for a discounted rate of P6,500/P7,200 for single/double accommodation. Participants may directly contact the hotel about their accommodation details. The registration fee of P6,000 per participant may be allowed considering the depth and scope of the activity involved which is international in nature and the corresponding higher financial requirements in terms of venue, pre-conference activities, technical support, documents and others.
