This 15-unit graduate certificate program is in line with the anti-corruption initiatives of the Philippine Government, and the first phase towards the Academy's strategic and long-term contribution to the renewal and transformation of the bureaucracy. After four batches in five years, the Graduate School is proud to offer another innovation in its competency programs the Master in Public Management major in Integrity Development in Governance (MPM-IDiG). The first of its kind in the country, the Master in Public Management major in Integrity Development in Governance (MPM-IDiG) transcends the limitations of the usual approaches by taking the broader notion of integrity, rather than the negative and limiting notion of corruption, as its starting point. The problem it poses is therefore not so much how to prevent corrupt behaviors, as how to encourage and sustain behaviors characterized by Integrity. It emphasizes the essential role of intrinsic "motivation", without neglecting the importance of extrinsic "incentives". In addition, extrinsic factors are understood more broadly to include not only the "formal" systems and procedures of modern organizations, but also the mesh of informal social expectations and cultural assumptions and practices whose influence on human behavior is at least as great if not greater. It assumes a tripartite locus of Integrity: Integrity as Personal Choice, Integrity as Cultural Habit, and Integrity as Organizational Commitment. THaAEC Concept The Master in Public Management major in Integrity Development in Governance (MPM-IDiG) is intended for mid-level managers in the public service and is designed to provide the strategic knowledge, skills and attitudinal change to not only implement anti-corruption reforms, but more importantly build institutionalized integrity in the bureaucracy. The MPM-IDiG is a 15-month post graduate degree program with 36 units comprising 15 units of Core Courses, 15 units of Major Courses, and a 6-unit Integrity Development in Governance Action Plan and Project (IDiGAPP) which is equivalent to a Master's thesis, incorporating an ambitious but doable plan that the students are expected to carry out in their own organizations or policy field. Competency Objectives At the end of the program, the students will be able to: 1. articulate a developmental conception of governance in the context of Philippine social realities; 2. demonstrate a comprehensive understanding of the Philippine governance system, and an appreciation of their specific roles in it; 3. apply effective and contextually sensitive principles in leading and managing their respective institutions; 4. articulate a comprehensive grasp of integrity concepts and issues from moral, cultural, economic, and political perspectives; 5. demonstrate a ready familiarity with international and local frameworks and initiatives in integrity-building; 6. conceptualize methods of integrity-building and corruption-prevention under both motivation- and incentive-based approaches; 7. demonstrate the ability to use integrity-building tools; and design and execute an intervention, whether motivation- or incentive-based or a combination of both, aimed at remedying a serious integrity gap in the student's institution or policy field. Program Duration The program will run for 15 months. Classes are every Saturdays, from 8:00 AM to 7:00 PM at the Classroom 1, DAP Building, San Miguel Ave. Ortigas Center Pasig City. List of Preparatory Courses Principles, Techniques, and Tools of Social Research This course expounds the principles of research in the social sciences, and covers both qualitative and quantitative techniques of social research, including basic statistical tools and analysis. It demonstrates and illustrates the applicability of these tools and techniques in the field of Public Administration and Public Policy. Economics and Public Finance The subject will cover development concerns with economic and financial implications, especially in the context of the global and regional interplay of market forces. The Philippines exists as an independent democratic country, with economic and financial policies of our own and yet must operate and compete within the purview, of global markets and competition. B. List of Core Courses (15 Units) Individual Personality and Integrated Leadership (IPIL) IPIL is a continuing course throughout the MPM Program. It focuses on helping the MPM Student manage his/her learning journey towards building four key characteristics of effective public managers: Self-insight and self-acceptance, Interpersonal effectiveness, Personal integrity, and empowering leadership. It is an integrating course of the MPM Program. (3 units) Public Management and Governance (PMG) The course covers a review of the various theories of public management and the meaning of governance at the different levels of the bureaucracy. It provides an understanding of actual/best public management practices at these levels and an analysis of the bureaucratic culture. (3 units) Organization Behavior and Management (OBM) The course explores various perspectives on the nature, dynamics and impact of organizations, with special interest in public sector organizations. It also examines the processes and tools by which organizations are managed, in the context of their respective challenges. (3 units) Management Analysis (MA) The Course will emphasize on factors influencing the behavior of individuals and groups in organizations as well as the response of the organization in managing their internal and external environments, with three levels of consideration: the individual, the group and the organization. (3 units) ASICDH Dimensions of Sustainable Development (DSD) This course begins with a historical overview of the ways in which development has been understood and defined, and illustrates how these concepts have been and are being applied in the Philippine context. It elucidates the various dimensions of development, such as poverty reduction, rural development, food security, natural resource and environmental sustainability, and green productivity, and how these and other dimensions are being treated in the Philippine Development Plan. (3 units) C. List of Major Courses (15 units) Integrity: Concepts, Gaps, and Interventions. (MID 10) This course begins with an examination of the notion of Integrity and its opposites, and what it means to have Integrity of Ends as well as of Means. It examines the nature of Integrity as a Personal Choice, as a Cultural Habit, and as an Institutional Commitment. Providing a means for diagnosing Integrity Gaps and Interventions, it concludes with an examination of the dynamics of Integrity in organizations, with emphasis on sustaining and growing Integrity, "Wars of Attrition", and Recovering from Integrity Loss. (3 units) Integrity in Governance: International and Philippine Frameworks and Practices (MID 20) This course examines the political, economic, and legal frameworks of Integrity Development, both in the international community and in the Philippines. It includes a survey of international and national best practices in the development of Integrity in Governance, including initiatives such as the UN Coalition against Corruption, RA 6713, the ARTA, and the Lateral Attrition Law. (3 units) Integrity Development: Incentive-Based Approaches (MID 30) This course examines the theory behind incentive-based approaches to encouraging behavior characterized by Integrity, and the many policy instruments available for implementing such approaches, such as economic and professional incentives, mechanisms for accountability and transparency, procedural redesign, and the threat and execution of punishment. (3 units) Integrity Development: Motivation- and Culture-Based Approaches (MID) 40) This course examines the theory behind approaches to Integrity Development that emphasize the internal motivation of the individual, and whether and how this internal motivation can be influenced. It also emphasizes the role of both general societal culture and particular institutional culture in encouraging or discouraging behaviors characterized by Integrity or by its opposites, including the influence of social mechanisms of behavioral control, such as expectations, peer pressure, and the informal authority structure that often competes with the formal organizational structure. (3 units) Integrity Development Networks and Partnerships (MID 50) This course examines the opportunities for and challenges of harnessing the power of partnerships with Civil Society, People's Organizations, the private sector, the international community, and other government institutions in the development of Integrity in government.
