August 4, 2008 BLGF MEMORANDUM CIRCULAR NO. 013-08 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : Presidential Issuances Memorandum Circular Nos. 158 and 159, both dated July 21, 2008 and Proclamation No. 1555 dated July 11, 2008 For the information and guidance of all concerned, attached are copies of the following Presidential Issuances, to wit: 1. Memorandum Circular No. 158 Authorizing the participation on official time of all government lawyers in Greater Manila Region in IBPs Regional Convention and MCLE Seminar. 2. Memorandum Circular No. 159 Authorizing attendance to the 45th National Defense College of the Philippines' Alumni Homecoming. cDTCIA 3. Proclamation No. 1555 Declaring September 12, 2008 as a National Day of Prayer for Peace and Reconciliation of our Nation. The Regional Directors of this Bureau are hereby instructed to disseminate the contents of this Circular to all Provincial, City and Municipal Treasurers within their respective jurisdiction, likewise enjoining them to observe and comply with the provisions thereon. FANLO-TAYAG (Deputy Executive Director) Officer-In-Charge ATTACHMENT July 21, 2008 MEMORANDUM CIRCULAR NO. 158 AUTHORIZING THE PARTICIPATION ON OFFICIAL TIME OF ALL GOVERNMENT LAWYERS IN GREATER MANILA REGION IN IBP's REGIONAL CONVENTION AND MCLE SEMINAR The Integrated Bar of the Philippines (IBP), Greater Manila Region, will be holding its Regional Convention and Mandatory Continuing Legal Education (MCLE) Seminar on August 9 and 10, 2008, at the Pearl Manila Hotel, Ermita, Manila, and on August 14 to 16, 2008 at the Manila Hotel, Roxas Boulevard, Manila. HAEDCT In this connection, all government lawyers in Greater Manila Region (Manila I to IV and Quezon City Chapter) are hereby authorized to attend the above-mentioned Convention and Seminar, on official time, at no cost to the government except payment of their salaries, provided such attendance will not adversely affect the functions of their respective offices as well as the delivery of services to the public. July 21, 2008 MEMORANDUM CIRCULAR NO. 159 AUTHORIZING ATTENDANCE TO THE 45TH NATIONAL DEFENSE COLLEGE OF THE PHILIPPINES' ALUMNI HOMECOMING The National Defense College of the Philippines (NDCP) will celebrate its 45th Alumni Homecoming on 15 August 2008. cEHITA The homecoming event was organized with the end view of gathering all the members of the NDCP Alumni Association, Inc. (NDCPAAI) and all the graduates of the Master in National Security Administration (MNSA) program of the NDCP. This homecoming is designed to acknowledge the outstanding achievements of NDCP alumni, as well as provide a venue for information sharing and productive interactions on relevant and strategic issues confronting the country. TDaAHS In this regard, all heads of government agencies, departments, bureaus and offices, including government-owned and/or controlled corporations (GOCCs) and their subsidiaries/units, and state universities and colleges (SUCs) may authorize their respective personnel, who are NDCPAAI members and MNSA graduates to attend and participate, on official time, in the 45th NDCP Alumni Homecoming which will be held on said date at the Club Filipino, San Juan City. Expenses are allowed at prescribed rates in accordance with current COA, CSC, and DBM policies, chargeable against the funds of the sending agencies/offices, and subject to the usual accounting and auditing rules and regulations. July 11, 2008 PROCLAMATION NO. 1555 DECLARING SEPTEMBER 12, 2008 AS A NATIONAL DAY OF PRAYER FOR PEACE AND RECONCILIATION OF OUR NATION WHEREAS, the promotion of peace and unity among the Filipino people remains to be one of the highest goals of the government; THcaDA WHEREAS, this goal has all too often lost its relevance in our nation, which is beset by hostility, bitterness, constant conflict, and too much politics; WHEREAS, our country is facing several challenges, which require the steadfast devotion of every Filipino to work for the common good and for the betterment of our country; WHEREAS, a day of prayer for peace and reconciliation may serve to promote the attainment of our national goals; SIEHcA WHEREAS, in order to make reaffirmation of our commitment to promote the attainment of this goal, through personal reflection, change in attitudes, and solidarity for the public welfare and the development of our country, September 12 of last year had been declared as a National Day of Prayer, Reparation and Consecration for our Nation ; NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare September 12, 2008 as a National Day of Prayer for Peace and Reconciliation of our Nation. IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
