June 23, 2015 BLGF MEMORANDUM CIRCULAR NO. 012-15 TO : BLGF Central and Regional Directors, Division/Unit Heads and Other Concerned Employees SUBJECT : Advance Information on Compliance for Eligibility to the Grant of Performance-Based Bonus for FY 2015 For the information and guidance of all concerned, attached is a copy of Memorandum dated June 5, 2015, regarding the above subject. All BLGF Central and Regional Directors are hereby instructed to take note of the above and disseminate the contents of the Memorandum to Bureau personnel. DEL CASTILLO OIC-Executive Director ATTACHMENT Inter-Agency Task Force on the Harmonization of National Government Performance Monitoring, Information and Reporting System (Administrative Order No. 25 S. 2011) MEMORANDUM TO : PBB Focal Persons of Departments, Other Executive Offices, Constitutional Offices, GOCCs covered by DBM, GOCCs covered by RA 10149, State Universities and Colleges (SUCs) and Local Water Districts (LWDs) SUBJECT : Advance Information on Compliance for Eligibility to the Grant of Performance-Based Bonus for FY 2015 DATE : June 5, 2015 The IATF is concluding the 2014 Cycle of the Performance-Based Bonus (PBB) and is currently preparing the Guidelines on the Grant of the PBB for FY 2015. In relation to the upcoming issuance of draft Guidelines, the AO 25 Technical Working Group would like to remind all agencies of the following: AScHCD On the Good Governance Conditions for FY 2015 1. Submission of Statement of Assets, Liabilities and Net Worth (SALN) as stated in RA 6713 and Section 5 of the Civil Service Commission MC No. 3 (s. 2015) Please ensure that all officials and employees of your agency has accomplished and submitted their SALN to the concerned repository agencies ( i.e. , OP, CSC, Office of the Ombudsman) on or before June 30. Compliance to GASS Targets 2. Submission of the Annual Procurement Plan pursuant to the Administrative Order No. 46 (s. 2015) Section 3e which states: Submit their respective Annual Procurement Plan (APP) based on the approved budget in the GAA to the Government Procurement Policy Board (GPPB) and its Technical Support Office (TSO), within the first month of the year. For those who have not submitted, to comply before the end of April. Please ensure compliance of your agency to the above requirement. 3. Compliance with Public Financial Management (PFM) reporting requirements of the Commission on Audit (COA) and Department of Budget and Management (DBM) in accordance to content and period of submission under existing laws, rules and regulations. Please ensure your agency's timely submission of the required (PFM) reports to COA and DBM. The final guidelines on the Grant of the PBB for FY 2015 will be released as soon as approved by the IATF.
