DE QUIROS, JR., Social Security System DATE : Decembeer 19, 2012 SUBJECT : Performance-Based Incentive System (PBIS) Please be informed that pursuant to Administrative Order No. 25 dated December 21, 2011 creating an Inter-Agency Task Force on the Harmonization of the National Government Performance Monitoring, Information and Reporting Systems in line with the Administration's thrust to raise transparency and accountability in governance and Executive Order No. 80 dated July 20, 2012 directing the adoption of the Performance-Based Incentive System (PBIS) for government employees beginning FY 2012, the PBIS, a new system of incentives for national government agencies and employees shall be used effective FY 2012. Under this system, employees may receive two incentives: the Performance-Based Bonus (PBB) and the Productivity Enhancement Incentive (PEI). Considering this system replaces an existing incentive system and may entail an increase/decrease in the bonuses that will be received by employees, the mechanics of the program, criteria and relevant information on the PBIS and PBB should be fully discussed and understood by agencies and employees. Hence, you are urged to properly inform your respective employees about the said program.
