March 14, 2016 BLGF MEMORANDUM CIRCULAR NO. 011-16 TO : BLGF Regional Directors of this Bureau, Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : Commission on Elections (COMELEC) Opinion on the Issuance of Designations of Local Treasurers and Assistant Treasurers during the Election Period For the information and guidance of all concerned, attached is a copy of the opinion rendered by the Law Department of the Commission on Elections, dated February 23, 2016, clarifying the policy on the issuance of designations of OIC/ICO-Provincial/City/Municipal Treasurers and Assistant Treasurers during election period. The BLGF Regional Directors are hereby instructed to take note of the above and disseminate the contents to all provincial, city and municipal treasurers and to all others concerned.
