February 23, 2009 BLGF MEMORANDUM CIRCULAR NO. 011-09 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : Fight Against Fixers For the information and guidance of all concerned, attached is a copy of Memorandum Circular No. 6 dated February 11, 2009 of the Civil Service Commission (CSC) on the above subject matter. Said Circular emphasized CSC Memorandum Circular No. 17 dated December 8, 2008, enjoining government agencies to fully disseminate Republic Act No. 9485 and its Implementing Rules and Regulations (IRR), including its provisions against fixers and that the Civil Service Commission and the Office of the Ombudsman also initiated the "Fix the Fixers Campaign" to underscore government's firm resolve against fixing activities. To sustain interest and ensure wider participation of the public, all government agencies are directed to adopt the CSC Anti-Fixer Campaign tarpaulin banner and Fix the Fixer calling card, which provide the following telephone hotlines of the Office of the Ombudsman: 0926-6994703, (02)9274102 (02)9272404; and the CSC: TextCSC at 0917-8398272 and (02)9320111, where incidents of fixing should be reported. The banners are to be posted at the most conspicuous places or where government frontline services are provided; the cards are for distribution to the public. Strict observance and compliance with the aforesaid Memorandum is hereby enjoined. The Regional Directors of this Bureau are hereby instructed to disseminate the contents of this Circular to all Provincial, City and Municipal Treasurers within their respective jurisdiction, likewise enjoining them to observe and comply with the provisions thereof. The CSC and the OMB also initiated last month the "Fix the Fixers Campaign" to underscore government's firm resolve against fixing activities. Funds for this undertaking may be sourced from the allotted 1/2 of 1 percent of the agencies' MOOE for the implementation of the Anti-Red Tape Act of 2007, to be provided in the 2009 budget. The attached design of the model banner and calling card can also be downloaded from the CSC website for reproduction. The tarpaulin banners should already be permanently posted by end of March 2009 and the calling cards continuously distributed to the public by all agencies. The CSC Regional and Field Offices are instructed to monitor compliance with this Memorandum Circular and update the Commission on the status/results of the Campaign through the CSC Public Assistance and Information Office. The CSC and the OMB shall take immediate action on reports on fixers taking into account the administrative and criminal penalties under R.A. 9485 or the Anti-Red Tape Act of 2007.
