Section 27 (Printing and Publication Expenditures) of the General Appropriations Act of 2007

May 30, 2007 BLGF MEMORANDUM CIRCULAR NO. 010-07 TO : All BLGF Regional Directors, Provincial, City and Municipal Treasurers; and Others Concerned SUBJECT : Section 27 (Printing and Publication Expenditures) of the General Appropriations Act of 2007 The National Printing Office (NPO) has requested the dissemination of the following provisions of Section 27 of the General Appropriations Act of 2007, on the printing and publication expenditures of local government units, for guidance and proper compliance: "Section 27. Printing and Publication Expenditures. Departments, bureaus, offices or agencies are hereby authorized to engage the services of private printers in their printing and publication activities, subject to public bidding in accordance with R.A. No. 9184, and to pertinent accounting and auditing rules and regulations: PROVIDED, That in the printing of accountable forms, prior waiver from the National Printing Office shall be secured." However, the NPO is not allowing any waivers at present on the printing of accountable forms of local government units. The Public Information and Assistance Division, Internal Administration Office of this Bureau is hereby instructed to disseminate copies of this Memorandum Circular to all BLGF Regional Directors and all City and Municipal Treasurers of Metropolitan Manila Area. The BLGF Regional Directors shall in turn disseminate copies thereof to all Provincial Treasurers and City Treasurers in the regions.
