March 20, 2014 BLGF MEMORANDUM CIRCULAR NO. 009-14 TO : All BLGF Officials/Employees Both Central and Regional Office of This Bureau SUBJECT : CSC Opinion on the Classification of Personnel Placed under "Coterminous with the Incumbent" (CTI) Status Relative to the Implementation of the Approved BLGF Rationalization Plan For the information and guidance of all concerned, attached is a copy of letter dated February 25, 2014 of the Civil Service Commission (CSC) regarding the classification of personnel placed under "Coterminous with the Incumbent" (CTI) status in view of the implementation of the Approved BLGF Rationalization Plan. The Central and Regional Directors of this Bureau are hereby instructed to take note of the above Memorandum and disseminate the contents thereof to Bureau staff and others concerned. Del Castillo OIC-Executive Director Bureau of Local Government Finance 8/f EDPC Building, Bangko Sentral ng Pilipinas Complex Roxas Boulevard, Manila 1004 Dear Executive Director Del Castillo : This has reference to your letter dated January 20, 2014 inquiring on the classification of personnel placed under "Coterminous with the Incumbent" (CTI) status and its effect to incumbents to positions exercising control and supervision over career personnel. Specifically, you posed the following questions: CaDATc "1. "What is the classification of employees on CTI status? Will they be considered career or non-career employees?" "2. "What will be the effect of said classification on the possibility of being designated to positions exercising control and supervision over regular and career personnel, pending promotion?" You represented that efforts have been exhausted to place "affected personnel" to the same or comparable positions in the approved staffing pattern since the approval of the Rationalization Plan (RP). However, there are still sixty-nine (69) personnel who cannot be placed in the approved staffing pattern which include one (1) official who holds a Director I (Acting Assistant Regional Director/SG-25) position. Hence, your query. On your first question, employees and officials who are placed under CTI status following the implementation of the RP are still considered career employees. Their positions shall be tagged as CTI to indicate that when they leave their positions in any manner, those positions shall be automatically abolished. The employment status of personnel under CTI prior to the implementation of the RP shall remain. With regard to your second question, we opine that officials/employees placed under CTI status can exercise control and supervision over regular and career personnel as they are also considered as career employees.
