June 26, 2008 BLGF MEMORANDUM CIRCULAR NO. 009-08 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : Administrative Guidelines on the Issuance of Travel Authority Attached, for the information and guidance of all concerned, is the Memorandum dated April 21, 2008, issued by Finance Secretary Margarito B. Teves, prescribing the "Administrative Guidelines on the Issuance of Travel Authority" to avoid delays in the processing of Travel Authority to officials and employees. For strict compliance. (SGD.) TEVES SUBJECT : Administrative Guidelines on the Issuance of Travel Authority In the interest of the service and to avoid delay in the issuance of Travel Authority to officials and employees, the following guidelines shall be strictly followed: 1. Request for travel of delegation comprising of two or more officials and/or staff shall be made under a single proposal and shall have prior clearance from the Secretary of Finance; 2. Travel authority for officials with the rank of Assistant Secretary and above, including the officials of equivalent rank of the Bureaus and Attached Agencies of this Department, shall be signed by the Secretary of Finance. In case the request for authority has been pre-approved by the Secretary of Finance, the Undersecretary for Policy Development and Management Services Group (PDMSG) shall be the signatory for the Travel Authority. 3. Travel Authority of officials/employees below the rank of Assistant Secretary shall be signed by the Undersecretary for PDMSG. In his absence or if on official mission, the Director IV, Central Administration Office, shall be designated as the alternate signatory. 4. Signatory for personal travel of officials/employees of this Department and its Bureaus and Attached Agencies shall be in accordance with numbers 2 and 3 of this Administrative Guidelines. This Memorandum supersedes memo dated January 23, 2007. All concerned shall be guided accordingly. Thank you. (SGD.) MARGARITO B. TEVES Secretary
