July 9, 2007 BLGF MEMORANDUM CIRCULAR NO. 009-07 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : 2007 Census of Population (POPCEN 2007) In line with the conduct of the 2007 Census of Population (POPCEN 2007) in August 2007, in order to provide up-to-date population-counts of barangays and statistics on the selected socio-economic and demographic characteristics of the population which are essential in the formulation of national and local development plans and programs, the National Statistics Office (NSO) has enjoined the participation of all government agencies, non-government organizations and private citizens as its partners in this nationwide undertaking. Specifically, the NSO is seeking assistance on the following: Use of communication facilities for monitoring and reporting of census activities Use of land transportation facilities in transporting census personnel and materials Publicity and information drive with focus on utilization of census data through the following: Reproduction and distribution of POPCEN 2007 primers (translated into major dialects; namely, English, Tagalog, Cebuano, Hiligaynon, Bicol, Kapampangan, Waray, and Ilocano) to local press (attached) Requesting local columnist to write about POPCEN 2007 Requesting announcement of the conduct of POPCEN 2007 during flag ceremonies. For ready reference, attached is the National Statistical Coordination Board (NSCB) Resolution No. 8, Series of 2007 entitled "Enjoining Agencies to Provide Assistance for the Conduct of the 2007 Census of Population". The Regional Directors of this Bureau are hereby instructed to disseminate the contents of this Resolution to all Provincial, City and Municipal Treasurers within their respective jurisdiction. Puyat Avenue, Makati City 1200 NSCB Resolution No. 8 Series of 2007 ENJOINING AGENCIES TO PROVIDE ASSISTANCE FOR THE CONDUCT OF THE 2007 CENSUS OF POPULATION WHEREAS, Executive Order No. 121, otherwise known as the Reorganization Act of the Philippine Statistical System, declared that the National Statistics Office (NSO) shall be the major statistical agency responsible for generating general-purpose statistics and for undertaking such censuses and surveys as may be designated by the National Statistical Coordination Board (NSCB); WHEREAS, there is a need to conduct the Census of Population in 2007 in order to update the information regarding the count of the population and some of its demographic and socio-economic characteristics; WHEREAS, pursuant to the aforesaid need and Executive Order, the 2007 Census of Population will be conducted in August 2007; WHEREAS, the assistance provided by other government agencies was instrumental to the successful conduct of previous census undertakings; NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the Board enjoin all agencies enumerated in "Annex BR-08-2007-01" hereof to provide assistance to NSO. cCaEDA BE IT RESOLVED FURTHER that the assistance include, but not limited to, those identified in said annex and that such assistance be on cost-sharing as may be deemed appropriate by parties concerned.
