Designation of Focal Person of Local Treasurers for the Preparation of the electronic Statement of Receipts and Expenditures (eSRE)

March 9, 2016 BLGF MEMORANDUM CIRCULAR NO. 008-16 TO : All Bureau Officials, Regional Directors and Personnel, Provincial, City and Municipal Treasurers SUBJECT : Designation of Focal Person of Local Treasurers for the Preparation of the electronic Statement of Receipts and Expenditures (eSRE) This Memorandum Circular seeks to inform all concerned that the Statement of Receipts and Expenditures (SRE) System is the official reporting system of the Department of Finance (DOF) on local government fiscal and financial matters pursuant to Department Order No. 34-2014. 1 It captures data that generate information on the fiscal capacity, level of borrowings, and creditworthiness of local government units (LGUs). The SRE report also provides financial information to the Local Chief Executive for the purpose of policy formulation and fiscal management. It is also informed that the SRE is used for the following purposes: a) LGU Fiscal Sustainability Scorecard b) Performance Standards for Local Treasurers and Assistant Treasurers c) Seal of Good Local Governance (SGLG) d) Cities and Municipal Competitiveness Index (CMCI) e) Philippines Poverty Environment Initiative (PPEI) f) Extractive Industries Transparency Initiative (EITI) g) Most Business Friendly Local Government Unit Award h) Evaluation of LGU's Loans Application CAIHTE i) Implementation of DOF-DBM Joint Circular No. 2015-1 In view of foregoing and in the interest of transparency and efficiency in preparing the reportorial duties of local treasurers/assistant treasurers, all local treasurers are hereby required to designate an SRE Focal Person with the following qualifications: 1. Presently occupying a permanent position; 2. With professional experience in local treasury; 3. Working knowledge in basic computer application; 4. Knowledgeable in the preparation of SRE reports; and 5. Previously attended the training/seminar/workshop on SRE. The designated SRE Focal Person shall act as encoder who has the task to regularly and efficiently input the financial data in the eSRE system while the Treasurer/Assistant Treasurer shall review and validate the report to ensure and accuracy and reliability of the SRE reports.
