June 17, 2008 BLGF MEMORANDUM CIRCULAR NO. 008-08 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : Letter of Instructions No. 6 dated May 16, 2008 of the President entitled "Giving Urgent Tuition Assistance to Students for their Future as Productive Citizens" For the information and guidance of all concerned, attached is a copy of Letter of Instructions No. 6, dated May 16, 2008 of the President, instructing the Commission on Higher Education (CHED), Department of Budget and Management (DBM) and the Department of Finance (DOF), to give urgent tuition assistance to students, for their future as productive citizens, by mobilizing funds for emergency loans to them, especially those in their final year of study and those with ready employment after completing courses. The Regional Directors of this Bureau, District Treasurers of Metropolitan Manila and all Provincial Treasurers are hereby instructed to disseminate the contents of this Circular, to all City and Municipal Treasurers within their respective jurisdictions. MONTESA Executive Director ATTACHMENT May 16, 2008 LETTER OF INSTRUCTIONS NO. 6 GIVING URGENT TUITION ASSISTANCE TO STUDENTS, FOR THEIR FUTURE AS PRODUCTIVE CITIZENS The Commission on Higher Education (CHED), and Department of Budget and Management, and the Department of Finance are hereby instructed to mobilize funds for emergency loans to students, especially those in their final year of study and those with ready employment after completing courses. The scheme should replicate arrangements in past years where schools were loan conduits and collecting agents. CHED should launch the program by June at least in the National Capital Region.
