May 17, 2007 BLGF MEMORANDUM CIRCULAR NO. 008-07 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and All Others Concerned SUBJECT : Guidelines on the Harmonization of Local Planning, Investment Programming, Revenue Administration, Budgeting and Expenditure Management For the information and guidance of all concerned, attached is a copy of Joint Circular No. 1, series of 2007 of the Department of Interior and Local Government (DILG), National Economic and Development Authority, (NEDA) Department of Budget and Management (DBM) and Department of Finance (DOF) providing the guidelines on the harmonization of local planning, investment programming, revenue administration, budgeting and expenditure management. The guidelines on the harmonization and synchronization of local planning, investment programming, revenue administration, budgeting and expenditure management embodied in this Joint Circular are provided in order to strengthen the interface between local government units (LGUs) and national government agencies (NGAs) and the complementation between and among all LGU levels in planning, investment programming, revenue administration, budgeting and expenditure management. HICSaD The BLGF Regional Directors and Provincial Treasurers are hereby instructed to disseminate the contents of this Circular, including the attachment among all City and Municipal Treasurers within their respective jurisdiction.
