March 23, 2015 BLGF MEMORANDUM CIRCULAR NO. 006-15 TO : All BLGF Central and Regional Directors and Other Offices Concerned SUBJECT : Action on Promotional Appointments Pending Approval of Strategic Performance Management System (SPMS) For the information and guidance of all concerned, attached is a copy of the Civil Service Commission Office Memorandum No. 11 series 2015 dated February 27, 2015 addressed to all CSC Regional Directors on the action to be taken on promotional appointments pending approval of Agency's SPMS. The Central and Regional Directors of this Bureau are hereby instructed to take note of the above and disseminate the contents to all Offices concerned. Please be guided accordingly. (SGD.) DEL CASTILLO OIC-Executive Director ATTACHMENT February 27, 2015 CSC OFFICE MEMORANDUM NO. 11-15 TO : All CSC Regional Directors SUBJECT : Action on Promotional Appointments In CSC Memorandum Circular No. 6, s. 2012 (Guidelines in the Establishment of Agency Strategic Performance Management System [SPMS]), it is specifically provided that ' All agencies should have a CSC-approved SPMS by January 2014. Accordingly, by January 2015, all performance based human resource movements and/or developments/interventions such as promotion, scholarship, training, rewards and incentives shall only be based on a CSC-approved SPMS under these guidelines .' CAIHTE Further, MC No. 6 mentioned that ' non-submission of agency SPMS to the Civil Service Commission for review/approval shall be a ground for disapproval of promotional appointments issued by concerned agency heads .' It has come to the attention of the Commission that several requests from agencies have been filed seeking authority to use the Performance Evaluation System (PES) as basis for rating performance in the issuance of promotional appointments. In order to facilitate action on the promotional appointments submitted for review and attestation, CSC Regional/Field Offices can accept the PES as support to the promotional appointment issued until June 30, 2015, subject to the following conditions: (1) Proof of submission of agency SPMS for approval by the CSC Regional Office; (2) For agencies with approved SPMS, a certification from the agency head as validated by the concerned CSC Regional/Field Office that the SPMS has been implemented or functional but pending completion of the PMS CYCLE, hence, the performance rating is still based on a previously approved PES. Agencies which have not yet submitted their agency SPMS shall be given up to June 30, 2015 only to submit the same to the CSC Regional Office for approval and implementation by July 2015.
