February 17, 2014 BLGF MEMORANDUM CIRCULAR NO. 006-14 TO : To All Regional Directors and Local Treasury Operations Officer IV SUBJECT : Procedures and Processes in the Conduct of Revenue Performance Evaluation of Local Treasury Offices in LGUs The BLGF, mandated to oversee the fiscal and financial affairs of Local Government Units (LGUs) and exercise administrative and technical supervision over Local Treasurers is in the process of implementing the European Union (EU) Project "Support to LGUs for More Effective and Accountable Public Finance Management". One of the key result areas identified is the enhancement and strengthening of the processes and procedures in evaluating the local treasury operations. The reform efforts are directed at strengthening the proposed Manual on the Evaluation of Local Treasury Operations (MELTO) for the continuous contribution to a more harmonized and concise technical approach towards the Local Treasury Operations. Moreover, the need for a more comprehensive evaluation process is necessary in order to effectively assess and measure the impact of the actual Local Treasury Operation that is conscious to the changing needs of ever-evolving fiscal climate of LGUs. In this regard, may we request for the set of procedures and processes that you are currently using in conducting Revenue Performance Evaluation of Local Treasury Offices in your respective jurisdictions. The procedures and processes will be consolidated to form part of the drafted MELTO.
