March 10, 2015 BLGF MEMORANDUM CIRCULAR NO. 005-15 TO : BLGF Central and Regional Directors of this Bureau, Provincial, City, Municipal Treasurers and Assistant Treasurers SUBJECT : Request for Assistance for the 2015 Census of Population For the information and guidance of all concerned, attached are copies of Department of Finance (DOF) Memorandum dated March 3, 2015 and Philippine Statistics Authority (PSA) Board Resolution Nos. 7, 8 and 9, regarding the above subject. All BLGF Central and Regional Directors are hereby instructed to take note of the above and disseminate the contents of the said Memorandum and Board Resolutions to Bureau personnel, Provincial, City and Municipal Treasurers, and Assistant Treasurers within their respective jurisdiction, and requested to provide necessary assistance to the Philippine Statistics Authority (PSA) for the successful conduct of POPCEN 2015. DEL CASTILLO OIC-Executive Director Bureau of Local Government Finance ATTACHMENT DOF Memorandum dated March 3, 2015 REPUBLIC OF THE PHILIPPINES PHILIPPINE STATISTICS AUTHORITY PSA BOARD RESOLUTION NO. 07 Series of 2014 DESIGNATING THE PHILIPPINE STATISTICS AUTHORITY (PSA) BOARD AS THE NATIONAL CENSUS COORDINATING BOARD (NCCB) FOR THE 2015 CENSUS OF POPULATION, AND APPROVING ITS TERMS OF REFERENCE AND ASSISTANCE TO BE RENDERED TO THE PSA WHEREAS, Republic Act (R.A.) No. 10625, also known as the Philippine Statistical Act of 2013, which was approved on 12 September 2013, states that the Philippine Statistics Authority (PSA) shall prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy; WHEREAS, Executive Order No. 352 Designation of Statistical Activities that will Generate Critical Data for Decision-Making of the Government and the Private Sector stipulates the conduct of a mid-decade census primarily to update the population count in all barangays nationwide; ISCHET WHEREAS, the 2015 Census of Population (POPCEN 2015), which is scheduled to be conducted in August 2015 with 01 August as reference date is designed mainly to take an inventory of the population in the entire Philippines; WHEREAS, to ensure the successful conduct of the census, the citizenry must be called upon to support and cooperate in the POPCEN 2015 by providing complete and correct information to census enumerators; WHEREAS, recognizing the increasing importance of the census data in meeting data needs at the lowest geographic level, the assistance provided by government agencies, government owned and controlled corporations, as well as local government units (LGUs) to the PSA was instrumental to the success of previous census undertakings; WHEREAS, one of the functions of the PSA Board as specified in Section 09 of R.A. No. 10625 is to prescribe appropriate frameworks for the improvement of statistical coordination and establish mechanisms for statistical coordination at the regional and LGU levels; WHEREAS, with this mandated function and being the highest policy-making body on statistical matters, the PSA Board can be designated as the National Census Coordinating Board (NCCB) for the POPCEN 2015; NOW, THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED that the PSA Board: shall be designated as the NCCB for the POPCEN 2015 and approves its Terms of Reference (Annex BR-07-20141121-01); and enjoins all agencies and instrumentalities of the national government, particularly the member-agencies of the NCCB to provide assistance to the PSA in connection with the POPCEN 2015 and that the assistance shall include, but not limited to those identified in "Annex BR-07-20141121-02".
