February 28, 2002 BLGF MEMORANDUM CIRCULAR NO. 004-02 TO : All Bureau Officials and Personnel; Regional Directors for Local Government Finance; District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers; and Others Concerned. SUBJECT : Acknowledgement of the Unreleased Three-fourths (3/4) of One (1) Month Delayed Internal Revenue Allotment (IRA) For the information and guidance of all concerned, quoted below is the full text of Circular Letter No. 2002-4, dated January 11, 2002, of the Department of Budget and Management (DBM) on the above subject matter, to wit: DEICTS "1.0 This has reference to the one (1) month delayed Internal Revenue Allotment (IRA) share of local government units (LGUs) as a result of the one (1) month deferment of the IRA release in October, 2000. "2.0 Pursuant to the directive of President Gloria Macapagal-Arroyo as contained in Section 1.3.3 of Circular Letter No. 2001-16 dated August 27, 2001, one-fourth () of the one month delayed IRA in the total amount of P2.237 Billion was released to LGUs in November, 2001. "3.0 Therefore, the national government still owes the LGUs three-fourths () of the one (1) month delayed IRA in the total amount of P6.712 Billion. The amounts involved are shown as follows: Annex A for Provinces, Cities and Municipalities Annex B for Barangays "4.0 The amount shall be paid in six (6) equal annual installments every April of the year concerned. For this purpose, DBM shall issue Notices of Payment Schedule (NPS) to individual LGUs showing the annual amounts that will be paid. "5.0 The three-fourths (3/4) unreleased IRA is eligible for enrollment in the IRA Monetization Program of the Union of Local Authorities of the Philippines-Department of the Interior and Local Government (ULAP-DILG), under which, LGUs may opt to collect in advance the discounted value of the annual guaranteed cash payments. "6.0 For the information and guidance of all concerned." Attached are the Summary of the Three-Fourths (3/4) of one (1) Month Delayed Internal Revenue Allotment (IRA) for Provinces, Cities, Municipalities and Barangays. In view of the foregoing , the District Treasurers of Metropolitan Manila and all Provincial Treasurers are hereby enjoined to observe strictly the provisions of the abovequoted Circular and likewise instructed to disseminate this Circular, including the attachments, to all City/Municipal Treasurers within their respective jurisdictions also enjoining them to observe strictly the abovequoted provisions.
