All BLGF Central and Regional Directors are hereby instructed to take note of the above and disseminate the contents of CSC Memorandum Circular No. 28 dated November 24, 2014 to Bureau personnel. DEL CASTILLO OIC-Executive Director Bureau of Local Government Finance ATTACHMENT January 28, 2015 CSC MEMORANDUM CIRCULAR NO. 002-15 TO : All Heads of Departments, Bureaus and Agencies of the National Government and Local Governments, State Colleges and Universities, Including Government-Owned or Controlled Corporations with Original Charters SUBJECT : PRAISE Winners as Nominees to the 2015 Search for Outstanding Public Officials and Employees The Civil Service Commission, through the issuance of CSC Memorandum Circular No. 28 dated November 24, 2014 , announced the start of the 2015 Search for Outstanding Public Officials and Employees. In the said issuance, agencies are enjoined to submit their nominations to the nearest Civil Service Regional or Provincial/Field Office. Over the years, the agencies have been the CSC's partners in searching for public service exemplars as they play an important role in nurturing the culture of ethics and excellence among their employees. Thus, they can best identify, recognize and reward them through their agency Program on Rewards and Incentives for Service Excellence (PRAISE) Committees. The PRAISE Committee shall ensure that productivity, innovative ideas, suggestions and exemplary behavior are identified, considered, managed and implemented on a continuing basis to cover employees at all levels. It shall be responsible for the development, administration, monitoring and evaluation of the awards and incentives of the agency. The agency may, however, employ an external or independent body to assist the PRAISE Committee to judiciously and objectively implement the system of incentives and awards. DcSACE The Commission sees the agencies' pool of PRAISE awardees as a potential source of nominees to the Search. In this regard, and to further institutionalize and strengthen the involvement of agencies in the conduct of the Search, heads of agencies are encouraged to automatically nominate their PRAISE awardees to the Search. As indicated in the abovementioned Memorandum Circular, submission of nominations is until March 31, 2015. Agencies are advised to honor their PRAISE winners in simple rites/program in September during the Philippine Civil Service Anniversary month celebration. The conduct of the annual search for public service exemplars is mandated under the 1987 Philippine Constitution, Executive Order Nos. 292 and 508, and as amended by Executive Order No. 77 and Republic Act No. 6713. The annual search is being conducted under the auspices of the Philippine Government's Honor Awards Program (HAP). ScaATD Deadline for submission of nominations is on March 31, 2015.
