February 7, 2000 BLGF MEMORANDUM CIRCULAR NO. 003-00 TO : All Bureau Officials and Personnel; Regional Directors for Local Government Finance; District Treasurers and Assessors of Metropolitan Manila; Provincial, City and Municipal Treasurers; Provincial, City and Municipal Assessors; and Others Concerned SUBJECT : Extension of Services For the information and guidance of all concerned, quoted below is the full text of the Memorandum dated October 11, 1999 of the Secretary of Finance on the above subject matter, to wit: "The Department has taken due notice of the various requests for extension of service of a number of officials who shall soon reach the compulsory age of retirement. CSIcTa "While the Department is certain that the officials concerned have served their respective offices with utmost dedication and possess excellent qualifications for the positions they now occupy, the Department is of the firm belief that the managerial ranks of the Bureau are not lacking in talent and leadership potential. In this regard, the Department is more inclined to grant sufficient opportunities for promising officials to prove their worth and their capabilities as future managers of our country's premier agency. "As such, please be advised that the Department will, as a matter of policy, decline the extension of services of retiring employees/officials. The concerned individuals are therefore strongly encouraged to undertake all necessary measures to ensure a smooth transition period for their incoming successors. They may rest assured that, although their services will not be extended, their legacy of excellence in service to the public shall remain as source of inspiration to future generations of future managers. "The Department trusts that this policy shall be communicated to all concerned, and the Department assures you of its support in your continuing endeavors to enhance the quality of leadership in your respective offices." Strict observance of the provisions of the said Memorandum is hereby enjoined. The District Treasurers and Assessors of Metropolitan Manila and all Provincial Treasurers and Assessors are hereby instructed to disseminate this Circular to all Municipal Treasurers and Assessors within their respective jurisdictions.
