January 12, 2011 BLGF MEMORANDUM CIRCULAR NO. 001-11 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : Administrative Order No. 5, Dated December 9, 2011 from the Office of the President For the information and guidance of all concerned, attached is a copy of Administrative Order No. 5 dated December 9, 2010 entitled "ADOPTION AND USE OF ISO CODES PH AND PHL FOR THE PHILIPPINES" directing all offices, agencies and other instrumentalities of the Philippine Government, to adopt and use the ISO two-letter code PH or three-letter code PHL in referring to the Philippines, as assigned by the International Organization for Standardization (ISO) which developed ISO 3166-1 assigning two-letter (alpha-2) and three-letter (alpha-3) codes for member countries. In this connection, the Regional Directors of this Bureau are hereby instructed to disseminate copy of this issuance to all Provincial, City and Municipal Treasurers within their respective regional jurisdiction, who in turn, likewise hereby directed to provide copy for their respective Provincial Governors, City and Municipal Mayors and others concerned. For this purpose, all concerned departments shall undertake measures to disseminate the above issuances to your component units/bureaus, government-owned and controlled corporations, government financial institutions including agencies attached to or under your administrative supervision. DIMAANDAL Director IV ADMINISTRATIVE ORDER NO. 5 December 9, 2010 ADOPTION AND USE OF ISO CODES PH AND PHL FOR THE PHILIPPINES WHEREAS, the International Organization for Standardization (ISO) is a network of national standards institutes with a Central Secretariat in Geneva, Switzerland, that coordinates the system; TAaHIE WHEREAS, the Philippines is a member of the ISO; WHEREAS, the ISO developed ISO 3166-1 assigning two-letter (alpha-2) and three-letter (alpha-3) codes for member countries, and the codes assigned to the Philippines are PH and PHL, respectively; WHEREAS, these codes are used in international events and conferences, sports meets, airline ticketing, among others, abroad and in the Philippines; WHEREAS, the Department of Foreign Affairs has adopted and reflected the ISO three-letter codes, notably PHL standing for the Philippines, in the data page of the electronic passport; WHEREAS, the use of initials RP in referring to the Philippines is not in accordance with the ISO 3166-1, leading to ambiguity and confusion; WHEREAS, such ambiguity and confusion when referring to the Philippines by the use of initials can be avoided by following the codes assigned to the Philippines by ISO; NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby direct all offices, agencies and other instrumentalities of the Philippine Government to adopt and use, as soon as practicable, the ISO two-letter code PH or three-letter code PHL in referring to the Philippines. MEMORANDUM CIRCULAR NO. 12 December 9, 2010 AUTHORIZING ALL GOVERNMENT AGENCIES AND INSTRUMENTALITIES TO EXTEND SUPPORT AND PARTICIPATION IN THE CONDUCT OF THE "KABISIG NATIONAL GOVERNMENT EXPO AND TRADE FAIR 2011" The KABISIG People's Movement (KABISIG) Program was created by virtue of Proclamation No. 650 series of 1990, in order to facilitate, coordinate and monitor the implementation of government programs and projects, as well as to provide linkages between and among the private sector groups and the government agencies and instrumentalities. HCEcaT In pursuit of the above mandate, KABISIG is conducting the "KABISIG National Government Expo and Trade Fair 2011" having the theme "Maging Mabuting Pilipino: Makialam, Maki-alam at Makipagtulungan sa Pamahalaan", on the following dates and venues: January 11-14, 2011 at Davao International Trade Center, Davao City, February 22-25, 2011 at Cebu International Convention Center, Cebu City, and on June 10-14, 2011 at SM Mall of Asia. The project which aims to bring together in one venue all government agencies and instrumentalities, as well as Government-Owned and Controlled Corporations (GOCCs) and Government Financial Institutions (GFIs), will likewise feature the profiles, service facilities and programs, projects, products and accomplishments of the national government and said agencies and instrumentalities. Also, it is an opportunity to promote public awareness and understanding of how the government works thereby promoting increased public participation in national development. In this connection, all heads of government departments, agencies, GOCCs and other government instrumentalities or financial institutions are hereby enjoined to extend support to and participation in said expo and trade fair. All government agencies and instrumentalities in said expo and trade fair may authorize the participation of their respective offices with corresponding participation fee and other incidental expenses chargeable against the appropriations of each office, subject to the availability of funds and usual accounting and auditing rules.
