Printing of Customized LGU Accountable Forms from Private Printing Service Providers

January 9, 2009 BLGF MEMORANDUM CIRCULAR NO. 001-09 TO : All BLGF Officials and Employees, Regional Directors for Local Government Finance, District Treasurers of Metropolitan Manila; Provincial, City and Municipal Treasurers and Others Concerned SUBJECT : Printing of Customized LGU Accountable Forms from Private Printing Service Providers For the information and guidance of all concerned, attached is a copy of Department Order No. 1-09 dated January 6, 2009 of the Department of Finance (DOF) as regards the printing of customized accountable forms from private printing service providers. Department Order No. 1-09 specifically provides that, in view of the pressing demand of various local government units for the printing of accountable forms which apparently cannot be accommodated by the National Printing Office, local treasurers of provinces, cities and municipalities may proceed with the printing of their own customized accountable forms from private printing service providers in accordance with the provisions of Executive Order No. 378, subject to the following conditions, to wit: 1. The customized accountable forms as requested and ordered by the local government unit concerned have not been delivered by the National Printing Office (NPO) despite repeated inquiries; 2. The printing services to be provided by the private sector is superior in quality; 3. The printing services offered by the private sector is at a lower cost than what is offered by the National Printing Office; 4. The private printing service provider is able to meet the target completion time of local government units; 5. The customized accountable forms are pre-numbered for control and accountability; and 6. The name of the incumbent local treasurer is not printed in the accountable forms as movement of treasurers will result in its wastage. Said Department Order likewise provides a pro-forma communication (Annex A) for LGUs in the request for requisition of customized accountable forms from the NPO in accordance with E.O. 378 and a list of eligible private security printers (Annex B), for the information of all local treasurers. ITECSH The Regional Directors of this Bureau are hereby instructed to disseminate the contents of this Circular to all Provincial, City and Municipal Treasurers within their respective jurisdiction, likewise enjoining them to observe and comply with the provisions thereof. Kindly submit your written and irrevocable offer including an approved legally-binding timeframe consistent with our requirements for the printing and delivery of the specified items by your office within fifteen (15) working days. Please be reminded that Republic Act No. 6713 requires all government offices to act on all requests and letters within fifteen (15) working days. Our local government cannot wait indefinitely for the reply of your good office as our local treasury is in dire need of customized accountable forms. Should you fail to act on our request within fifteen (15) working days, our local government has the right to view this as a waiver on the part of your office. We shall then exercise the option of engaging reputable private printing service providers with proven track record and experience as mandated in Section 2 of Executive Order No. 378.
