July 3, 2012 BLGF MEMORANDUM TO : All BLGF Officials and Employees SUBJECT : Code of Conduct of Government Officials and Employees In view of various reports reaching this Office relative to the uncalled for behavior of some employees in the delivery of frontline services, all BLGF Officials and employees are hereby reminded to strictly observe the provisions of Republic Act No. 6713 or the Omnibus Rules Implementing the Code of Conduct and Ethical Standards for Public Officials and Employees. Special attention is hereby given to Section I (f), Rule X of the said RA 6713, citing as a ground for administrative disciplinary action the following, to wit: "(f) Soliciting or accepting, directly or indirectly, any gift, gratuity, favor, entertainment, loan or anything of monetary value which in the course of his official duties or in connection with any operation being regulated by, or any transaction which may be affected by the functions of his office. The propriety or impropriety of the foregoing shall be determined by its value, kinship or relationship between giver and receiver and the motivation. A thing of monetary value is one which is evidently or manifestly excessive by its very nature." In this regard, and being at the forefront in the local finance service, all are enjoined to maintain or uplift the BLGF core values of integrity, accountability, commitment, teamwork and service excellence .
