May 24, 1994 BIR RULING [UN-162-94] MEMORANDUM FOR : Hon. Roberto De Ocampo Secretary of Finance FROM : Commissioner Liwayway Vinzons-Chato Bureau of Internal Revenue SUBJECT : Preparation of Comments and Recommendations on Proposed Bills Referred by the Senate and the House of Representatives to the Bureau of Internal Revenue In connection with the proposed bills and tax measures referred by the Senate and the House of Representatives to the Bureau of Internal Revenue (BIR) for comments, observations and recommendations, it is the suggestion of this Office that position papers or observations made by the BIR on the said proposed bills/tax measures, together with the available data/statistics thereto, shall be submitted and transmitted through the Department of Finance (DOF) and shall be treated as input in the preparation of the final position of the DOF to be submitted to Congress. It is further suggested that the DOF's authorized representative/s shall be the one/s to attend the Senate and House Committee hearings or make the necessary representations on the said proposed bills or tax measures. cdtech LIWAYWAY VINZONS-CHATO Commissioner of Internal Revenue
