April 5, 1994 BIR RULING [UN-122-94] MEMORANDUM FOR : The Assistant Commissioner Management & Planning Services Enclosed is a copy of House Bill No. 10717, "An Act Imposing a Fifteen Percent Tax Rate upon Gross Income of Individuals and For Other Purposes". cd Since this proposal involves policy considerations, your comments and recommendation, which shall include statistical data and figures will be needed in the preparation of the official position of this Office to be submitted to the House Committee on Ways and Means on or before March 30, 1994. To strengthen the communications network and legislative liaison system, the Policy and Research Division should be charged with the conduct of researches and gathering of data necessary in the drafting of comments on every proposed Senate and House Bills, as well as studies and review of past legislations.
