February 7, 1995 BIR RULING [UN-052-95] International College of Surgeons R-108 PMA Building North Avenue, Diliman Quezon City, Metro Manila Attention: Dr . Renato M . Maligaya Governor, ICS Phil Sec 94-95 Chairman, Ways & Means Committee Gentlemen : This refers to your letter dated January 27, 1995 stating that the International College of Surgeons (ICS) Philippine Section is a non-profit non-government professional specialty association composed of surgical experts and duly accredited by the Philippine Medical Association (PMA); that it is a member of the World Federation of General Surgeons and Surgical Specialists, Inc. founded in Geneva, Switzerland and incorporated in Washington D.C.; that the fund raising raffle will be held on June 15, 1995 in Bacolod City; that the proceeds will be used to provide medicines and medical supplies for the free medico-surgical consultations and treatment of indigent patients thus assisting the government in delivering the health needs of the people in the far flung areas. You are now requesting that the proceeds of the raffle tickets be exempt from income tax. aisadc In reply thereto, please be informed that since you are a member of an international organization based in Geneva, the proceeds of the raffle tickets which you will hold in June 1995 in Bacolod City and which will be used for the medico-surgical needs of indigent patients are exempt from income tax. Such income, however, should be declared in the annual information return to be filed by it as a tax-exempt organization on or before April 15, 1996 (BIR Ruling No. 146-90).
