May 7, 1958 BIR RULING NO. 268-58 Samaka Service Center, Inc. P.O. Box 2310 Manila Gentlemen : With reference to your letter dated February 7, 1958, I have the honor to inform you that at present there is no available copy of the weights and measures regulations. As regards the alleged departure from the cavan and ganta as measures employed in the purchase and sale of palay and rice and the substitution therefor of the kilograms, and the change in the standard weight of a cavan of palay from 50 to 46 kilograms, please be further informed that this Office is not competent to give you the information requested thereon, the same not being within its jurisdiction. It is, therefore, suggested that your inquires be directed to the Secretary of Commerce and Industry who has jurisdiction over the administration of the laws and regulations pertaining to the purchase and sale of commodities, such as palay and rice. However, for your information official sealers of weights and measures are authorized to seal a "ganta" as instrument of capacity if it has a capacity of exactly 3 liters and also a "cavan" if it has a capacity of exactly 75 liters upon the payment of the fee called for in Section 277 of the National Internal Revenue Code. cdta Very truly yours, (SGD.)
