June 27, 1988 BIR RULING NO. 263-88 103 (f) 073-88 263-88 Gentlemen : This refers to your letter dated December 9, 1987, requesting a ruling that as publisher of Philippine Daily Globe, you are exempt from value-added tax. It is represented that you were incorporated in September, 1987 and started commercial operations within months after; and that you are the publisher of the Philippine Daily Globe, a daily newspaper with fixed subscription rate. In reply, please be informed that since the said newspaper appears at regular intervals with fixed prices for subscription and sale and that it is not devoted principally to the publication of advertisement, as publisher thereof, you are exempt from value-added tax, pursuant to Section 103(f) of the Tax Code, as amended by Executive Order No. 273.
