August 31, 1987 BIR RULING NO. 248-87 9 063-87 248-87 Gentlemen : In reply to your letter dated August 20, 1987, please be informed that Executive Order No. 194 was published in Volume 83, No. 26 of the Official Gazette dated June 29, 1987 and released for circulation on June 30, 1987 as evidenced by the letter dated August 25, 1987 of Mr. Ceazar Y. Alzona, Assistant Secretary (OIC) of the Government Printing Office, Department of General Services. Such being the case, in accordance with Article 2 of the New Civil Code and in line with the Supreme Court decision in the case of Lara vs. Del Rosario, 94 Phil. 778, Executive Order No. 194 took effect on July 15, 1987, or after fifteen (15) days reckoned from June 30, 1987, the date the Official Gazette was released for circulation.
