April 22, 1960 BIR RULING NO. 213-60 Mr. Angel V. Valladolid P. O. Box 744 M a n i l a S i r : This refers to your request for a copy of BIR Ruling No. 294, s. 1959. You were already informed that your request cannot be granted in view of the provisions of section 347 of the Tax Code. However, you claim that we are "in gross error" in denying your request because the case has become a public record by virtue of such ruling. In this regard, please be informed that said ruling was issued to a specific taxpayer and the complete ruling will necessarily contain the special agreements which he may not want to reveal. We sincerely believe, therefore, that the complete release of BIR Ruling No. 294, s. 1959 violates Section 347 of the Tax Code. casia Very truly yours, (SGD.) MELECIO R.
