March 10, 1958 BIR RULING NO. 176-58 3rd Indorsement Respectfully returned to the Honorable, the Under Secretary of Finance, Manila. The Department of Foreign Affairs may, without payment of the specific tax, purchase wines and liquors from the Tabacalera, Manila Wine Merchants, or Soriano y Cia., in behalf of the SEATO, provided that such wines and liquors shall be for the exclusive use of the conferees in the 4th SEATO Council of Ministers meeting to be held in Manila from March 11-13, 1958.
