September 10, 1981 BIR RULING NO. 170-81 53-b 000-00 170-81 Philippine National Red Cross PNRC National Headquarters Bonifacio Drive, Port Area Metro Manila Attention: Mr . Vicente Galvez Secretary-General Gentlemen : In reply to your letter dated June 22, 1981 please be informed that the payments is U.S. dollars of salaries and or other compensation to the foreign interpreters and translators whom you will hire for the XXIVth International Conference of the Red Cross on October 29 to November 14, 1981 are subject to the 30% income tax prescribed by Section 22(b) of the Tax Code, as amended. Under Sections 53 and 54 of the same Code since you have the control, custody, disposal and payment of the compensation, you shall deduct and withhold the tax and pay the same to the Commissioner of Internal Revenue. cdta Very truly yours, RUBEN B.
