March 8, 1988 BIR RULING NO. 080-88 99 000-00 080-88 S i r : In reply to your letter dated January 13, 1988, please be informed that sale by the Bureau of Animal Industry of vaccines and other biologic for the use of livestock is subject to value-added tax. As a seller, it is required to register as a Vat taxpayer if its gross sales for a 12-month period exceed P200,000.00. However, the requirement for registration is optional if its gross sales do not exceed the said amount, in which case it shall be subject to 2% on the gross sales.
