Balmes OIC-Mortgage Loan Division Gentlemen : This refers to your letter dated December 8, 1995 requesting for a ruling to allow you to pay your obligations to all BIR offices concerning foreclosed properties based on the date of issuance of the certificate of sale rather than the actual date of auction sale. cdt In reply, please be informed that a certificate of sale is an evidence of the perfection of a contract or a sale.
