April 7, 1999 BIR RULING NO. 046-99 046-99 Manila Electric Company Ortigas Avenue, Pasig City Attention: Mr . Rolando R . Arbues First, Vice-President and Head, Legal Gentlemen: This refers to your letter dated September 28, 1998 relative to your request to forego the requirement of pre-printed number in your computerized collection operation under a system called Customer Management System (CMS) using the Portable Rover 200 Machine Receipt Generator usually brought along by your bill collectors in the remote areas where there are no authorized agent bank servicing facilities. Inspection and investigation conducted by Revenue District Officer Pepito B. Baynosa of Revenue District No. 43, Revenue Region No. 7, on the said receipt generator, yielded the following findings, to wit: "a) We inspected the machine, operated it and we were able to witness a generated Official Receipt, by simply scanning the bar code of the validation number of the statement of accounts and then entered the amount to be paid and an O.R. will be generated by the machine to be issued to the customer/s; "b) It has also the capability of ensuring the proper accounting of the payments at the end of the day, since the machine will be brought to the branch office for uploading the data collected directly to the mainframe which is located at their Head Office; "c) The requirement regarding the pre-printed number in its O.R. can be foregone since the collections will be directly forwarded to the mainframe through nightly batch of uploading the data collected within the day. In addition, we can still control the rolls to be used in printing their O.R. through their application of authority to print to be issued by our District." In view of the above-findings, this Office hereby grants your request to forego the requirement of pre-printed number in your Rover 200 Machine Receipt Generators provided that authority to print receipts shall be issued by the Revenue District Officer concerned Very truly yours, (SGD.)
