Torres Information Department Gentlemen : With reference to your letter dated October 17, 1960, bearing on the basic communication of Mr. Dominador S. Katigbak of Lipa City (original letter attached), I have the honor to inform you, in answer to the queries, as follows: C "How often in a month could the treasurer's office requisition documentary stamps from the Bureau of Internal Revenue?" A City and provincial treasurers (now collection agents) can requisition documentary stamps from the Bureau of Internal Revenue as often as their stock of any denomination is about to be exhausted. Q "How long would it take the BIR to deliver the said stamps from the date they are requisitioned?" A Requisitions received by the Bureau of Internal Revenue are immediately filled up and the corresponding documentary stamps sent to the collection agent. Q "Are there five centavo documentary stamps available for public consumption?" A Yes Q "What is the maximum amount of documentary stamps allowed or permitted for an individual to buy?" A An individual may purchase any quantity of documentary stamps from any collection agent. cdta Q "Supposing there are only P300.00 worth of documentary stamps in the treasurers office may a private person buy them all?" A Yes, unless the purchase is being made for trading purposes. Q "Is there any punishment for a government employee who refuses or denies the sale of documentary stamps especially the absence of which would delay the registration of an important transaction?" A An employee may be subject to proper administrative disciplinary action for neglect of duty under the provisions of section 33 of the Civil Service Act of 1959 (R.A. No. 2260). LLphil (SGD.)
