June 21, 1979 BIR RULING NO. 040-79 10% Overseas communication service tax government office In reply to your letter dated January 31, 1979, please be informed that as a government office under the direct general supervision of the President (P.D. No. 1192), payments made by the Office on out going telecommunication services are exempt from the 10% overseas communication tax prescribed in Section 290-A of the Tax Code, as amended.
