Dalisay Manager-Operations Gentlemen: In reply to your letter dated January 2, 1980, please be informed that although you are a U.S. Military Banking Facility operating in Philippine bases, you are not a public international organization enjoying privileges, exemption and immunities which the Government of the Philippines is committed to recognize pursuant to an international agreement.
